Spitzer Tries New Tack on Immigrant Licenses

In a major shift, Gov. Eliot Spitzer is backing off his plan to allow illegal immigrants to obtain the same kind of driver's licenses as other New Yorkers, after weeks of furor over the proposal.

Instead, the governor said on Saturday, illegal immigrants in the state would be able to obtain a license that would permit them to drive but would not be accepted as identification to board planes or cross borders.

  The move followed a wave of criticism over the governor's proposal, with many Democrats warning that Mr. Spitzer had put the state party in political peril. The new plan also reflects the increasingly complicated security requirements that have been developed by the federal government since the Sept. 11 attacks.

The plan will probably do little if anything to quell the controversy over the issue, as people on both sides of the debate in New York expressed concern about it on Saturday.

And the State Legislature, which has expressed concern about any extension of licenses to illegal immigrants, would probably be required to provide the funds for the new system, which is expected to be costly.

I have my doubts that this move will please that many folks, though it might take some of the sting out of an issue that has been something of a disaster over the past month. As I have said since the beginning, I think the original policy is sound. It would indeed make us safer. Suggesting otherwise, which has become a full contact sport recently, seems counterintuitive. That said, the administration's handling of this issue has been atrocious and their actions have just fed the 'Spitzer as out of touch autocrat' meme. Last week, when the Times quoted the Governor as saying, "things are moving ahead in a spectacular manner. We couldn't be happier.", anyone paying any attention was most likely scratching their head. Today's story includes this puzzler:

In an interview, the governor called the new plan "the perfect resolution" and said it was "not at all a shift" from what he had previously laid out.

Um, OK. I certainly hope this may calm the waters somewhat, though I have my doubts that it will. The status quo, the real enemies of actually reforming this state, are making too much hay out of this to let it go. A party that looked near death just a few months ago has gotten a much needed boost from this fiasco. They are raising money on this and they are already gaming those state Senate races in Long Island around this one. And why shouldn't they? This was a gift to them and, hey, it's a hell of a lot easier than, ya know, actually governing or defending the indefensible cesspit that is our state government. More profitable, too.

Look for the GOP to lose some of the "Driver's Licenses for Osama!" rhetoric, as this move will hopefully ameliorate some of those concerns. But, don't think for a second that the governor's foes are going to drop this one any time soon. This one has been just too good for business.

I agree, which makes me wonder WHY Spitzer pushed it in the first place.  What is the cost-benefit ratio -- not just politically to him personally, but to New York -- to making driver's licenses available to immigrants?  How much political capital did he want to spend on this issue?

He got owned on this one, sorry to say.

And did the GOP really just get a boost from THIS fiasco?  How about Chauffeurgate?

I'm not a frequent contributer here, but I know I can come here for a sanity check. This is today's. I don't have much to add other than my perspective as a tax-paying, voting fan of E. Spitzer.

I have never seen a clearer example of how the democratic party can capably shoot itself in the foot. And poke it's eye out. And jab itself with a pointy instrument. Etcetera.

I believe elliot, and I believe he has the right idea. But where was the presentation? Not spin, just clear, easy to understand, repeated explanations of what was being proposed. Christ, a group of sixth graders could have done better.

Night after night it's Bruno and the mouth breathers thrubbing us on the news, in ads, and then on national tv! And where was the response?!?!? Occasional sound bites from Eliot. Eliot the mouse.

As stated, those responsible for strategy and PR MUST be fired, and then placed in stocks and irons on the steps of the capitol, in time for Halloween.

Read ID is hated by the left - so there goes that.  This plan also now creates a defacto "illegal immigrants" list out of anyone getting a license, so there goes support from them. Who but Joe Bruno is going to support this?  Who ever did the political strategy on this for Spitzer should be fired.

Gov Spitzer puts us on track to be one of the first states to adopt the de facto national electronic ID card program known as Real ID. The program that 33 other states have pushed for laws blocking, that the Department of Homeland Security's own privacy department gave the thumbs-down, and that NYC's City Council passed a resolution opposing (No. 1009-A).

The DMV would scan your personal info into a database where it can be retained in permanent electronic storage in a transferable format. If NY wants to receive federal funds, we'll be required to link our DMV databases so that this data can be shared among all the states, the feds -- and if you believe GOP presidential candidate Ron Paul -- the Canadian and Mexican governments.

Back in 2005, the American Association of Motor Vehicle Administrators did a confidential survey of state officials about REAL ID that was leaked to the AP. They said the program would be an expensive nightmare for their states to implement. It will result in increased taxes, fees, longer lines at the DMV, and repeated visits. That's the least of it IMO. How exactly will the data be secured and how safe can its storage be when security experts say it an identity thief's dream setup?

All that aside, the problem that the Governor was initially trying to address -- getting unlicensed, uninsured motorists off of our states roads and highways -- goes unaddressed with his new plan. Immigrants groups say his new proposal will only force illegal immigrants to continue to drive with forged (or no) licenses and without insurance.
