The Billion Dollar Plan

The Albany Times-Union is reporting that Gov. Eliot Spitzer will announce tomorrow in his State of the State Address that he will set forth a $1 billion plan to revitalize upstate New York:

Spitzer's plan appears to have similar components. His new fund would help him pay for commitments he made last year in his City by City program. The Democratic governor traveled upstate to dispense state money to spur private investment in urban areas such as Syracuse, Utica and Rochester. The $1 billion he calls for will back up many of those pledges and many more new grants for upstate cities.

The money will also fuel investments in businesses through a Strategic Industries Fund, allow for additional spending on farms and other agricultural operations and for state park restoration projects.

The revitalization plan is expected to be a highlight in the State of the State address scheduled for 1 p.m. Wednesday in the Assembly chamber and in Spitzer's presentation at Buffalo State College on Jan. 16, his first speech on the state of upstate.

The governor will also talk about spending more on the SUNY/CUNY network, announcing the creation of an endowment fund to help pay for expenses and expansion.

So what do I think, being from upstate, about this? I think Spitzer is trying. He really is. There's a lot of people, both Democrats and Republicans, here in upstate that have felt ignored for a long time by their state leaders. But Spitzer is making an effort to not only reach out to people in upstate, but to address our concerns and make upstate better.

A few other highlights of his speech may include:

He may also indicate his general support for a plan unveiled by the higher education commission that calls for tuition being adjusted campus-by-campus, based on ambitions and needs. However, he was vague when asked about it Monday, stating he is "hesitant" to raise tuition "if we can avoid doing so."

Two people familiar with Spitzer's speech also said the governor wants to raise the idea of privatizing the Division of the Lottery, although the matter may be more fully explained at his budget address later this month. His Division of the Budget staff, concerned about closing a $4.3 billion budget gap, has been considering leasing to a private company all or part of the lottery operation and has also been reviewing borrowing against future lottery revenues, according to people informed of the discussions.

Interesting notion about the Lottery. I like the tuition being adjusted campus-by-campus. He also might talk about the rumored property tax cap, which I know will relieve a burden that many people (especially in upstate) have had to carry for a long time.

I may be in attendance at the Jan. 16 State of the Upstate address. It'll be interesting to see what he says then, especially in regards to the execution of this billion dollar plan he will set forth tomorrow.

Spitzer can do a lot for the whole state without spending money (4.00 / 1)
He could even save some money.

The money we're wasting on drug sentencing is highly irrational. If we invest money in the root causes of drug abuse - if we support education and treatment options - we will enhance public safety and reduce costs both now and in the future.  

Just look at this stat: The cost of one year of incarceration is $37,000. The cost of one year of residential drug treatment is $18,000, and an outpatient program can cost as little as $3,000 a year.

The state's harsh mandatory sentencing scheme has neither curbed drug use nor enhanced public safety. Instead, it has destroyed thousands of lives and wasted limited tax dollars.

Perhaps more disturbing is the impact these laws are having on communities of color: Blacks and Hispanics comprise more than 90 percent of those currently incarcerated for drug felonies -- far out of proportion to their actual involvement with drugs.

It's time for Spitzer to reform the Rockefeller Drug Laws.

The problems upstate are broad. Negative economic growth, negative job growth, negative population growth, etc. You name it, we're losing it. Spitzer is trying to turn the tide here, which is a good thing.

Notice and effort are without doubt better than we are used to, and I am thankful for that.  But, the few leaked details are not so intriguing-- borrowing against future lottery revenues?  I'd really rather not, thanks. The strategic industries fund idea is kinda interesting, if the "strategic" rationale is economic-development-like, not political.

Will be interested to see how much thought seems to have gone into the program when it gets explained.  Will it include a long-term revamp of the Industrial Development Agency legislation this year, or just another extension to get us through the year?

and the most popular thing (other than having the state totally fund schools, as it should), that Spitzer could do for upstate would be to abolish the Thruway Authority.

Knock down the toll booths, fire all of the hacks and most of the toll collectors, retain modest tolls at bridges (Tappan Zee and Castleton, at least) and at weigh stations for heavy trucks, and remove an onerous, ever-increasing transportation tax on upstate.

Such a plan would cost less than $1 billion a year, and would provide far more than that in economic development benefits to New York's "Appalachia."

I wouldn't mind tolls if we had the best roads in America. But we don't. I drive the I-90 at least once a week. There's a stretch of road down by Fredonia that has one freshly paved lane and the other feels like your driving on a really big rumble strip. I'll never forget what economist Gerald Prante (from the Tax Foundation) told me on my radio show: If people see a lot coming out of their tax dollars, they don't mind paying.

That's very true and tolls are no exception. If we had the best roads in America, I think we wouldn't mind the occasional toll increase and the great maintenance our roads receive and the condition of those highways. But this is not the case.

As far as the whole economic climate is concerned, we need a wholesale reformation of upstate. Empire Zones aren't good enough. We need lower taxes, more POSITIVE economic development and the creation of jobs that we desperately need.

BRIDGES (0.00 / 0)
NYCO has done some really nice posts in the past on the asset that water is for upstate NY.  Unfortunately, that also means that we have an amazing number of bridges to keep in good repair.  Which is dull stuff that excites nobody.  But, we really need it.  And it is not cheap.  Road maintaining in a wet, snowy, freeze-thaw environment will never cost less than it does in, say, Oklahoma or Texas. So, low taxes and well-maintained roads in NYS is a bill that would take some unusual "other element" to bring about.

And, roads, like Empire Zones and IDAs, are beset with that special, negative, "other element" of NYS politics, corruption and crony-pleasing.  A Rochester friend once commented on how all that excess pavement in the Buffalo area is concrete, while in Rochester it is asphalt.  Differing favorite companies, apparently.  Meanwhile, NYers also enjoy more sq. miles of roadway per person than almost anywhere else, which, as you can imagine, may please cronies, but costs taxpayers.  New system needed, and badly.
