Shameful Reactions by Downstate Politicians

Last week I chided Will Barclay for his ad demonizing Downstate.  

Now it is Downstaters who who deserve some righteous indignation.  Some pre-emptive reactions to Spitzer's State of Upstate speech are very sad:

"We have been helping upstate forever," said Assemblyman Gary Pretlow, who represents Mount Vernon and part of Yonkers in Westchester County. "Nobody is saying we should stop sending money upstate, but some needs have to be taken care of downstate. Downstate is not the land of milk and honey."

How much more should the downstate area pay to support everyplace else? I don't think we can afford any more," said Richard Bivone, president of the Nassau Council of Chambers of Commerce, who added that rising property taxes on Long Island make it difficult to ask residents there to disproportionately consider the plight of the upstate economy.

The best reasons to help Upstate are moral ones- we all share this state and Downstate has an obligation to help Upstate, even notwithstanding Upstate helping out Downstate in the 1970's.

But since these people don't seem to care about the moral obligation, there is another reason for Downstate to help Upstate: self-interest

There are differing figures, but the general number I hear most often is that New York City taxpayers give $3 billion more to Albany than we receive back from the state government each year.  Presumably, most of that money goes Upstate.  

Additionally, New York is likely to lose 1 or 2 congressional seats after the next census' reapportionment.  The lion's share of the population loss/slower-than-US-average-growth is in Upstate New York.

Put simply, it is in Downstate's own interest to reverse the economic decline of Upstate, for no other reasons than to stop the need to ship Downstate's tax dollars Upstate and to preserve the strength of New York's congressional delegation.  

If there's one thing all politicians understand, it is self-interest.  Since moral reasons to help Upstate are apparently beyond the comprehension of some, anti-Upstate politicians should at least support Spitzer's plan because it will help downstate also.

These downstate politicians mentioned here sound as if this is a one way street. That only downstate gives money to upstate. On the contrary, money (like a percentage of the tolls collected from upstate toll barriers) gets shipped downstate.

But hey, who am I to talk. Downstate politicians have more important issues to address. Like, for instance, how much they make being an a state legislator.

I think, as far as I know, that Spitzer does indeed have that right-- there was a time when the imbalance went one direction, and it is now going in the other direction.  The marginal difference probably switched from time-to-time in the decades before, too.

Anybody who is paying ANY attention to global climate change would be thinking that this is a good time to hang together so that we can handle contingencies that may arrise as they arrise-- and who knows for sure if those will be the flooding of Wall St. or a plague of drought, hail, snow or violent thunderstorms in parts of upstate? And then there is the issue of hurricane evacuation (did you know NYC is one of the large US cities most likely to suffer from hurricanes?  Right after Miami, as it turns out...).  Hard to ask people you have referred to as "leeches" to put you up in their schools when you are forced to evacuate, so, best try NJ.

In my humble opinion, upstate-downstate mutual hatred and resentment is a part and parcel of the dysfunctional system, the grand Arrangement by which the two houses of NYS's legislature agree to cede territory to one another, and then portray the territory ceded as so awful that it would, indeed, not be worth having.  Killing this beast of a dysfunctional political system will go a long way toward re-uniting downstate with its traditional hinterland in a web of mutually-beneficial commerce.

Why did Larry Bulman the Saratoga County Democratic Chair endorse William A Barclay a REPUBLICAN for the 48th State Senate District? What kind of Democratic Leader is he?
Senator Schumer gave his support to Darrell Aubertine the Democrat!!  Larry if you won't play on the same team then get off the team. Bulman is a delegate for Hillary on the Feb. Primary.  

Cause for removal? (4.00 / 1)
In our County Committee, publicly endorsing and working for a Republican when a Democrat is in the race is cause for removal from the Committee.  Check your rules-- there is no requirement that a Committeemember endorse or work actively for a Dem candidate, but, there are rules about not aiding the opposition... at least in my County.

How about *CONNECTING* upstate and downstate? (0.00 / 0)
Like, say, the long-unfunded NY High Speed Rail plan, NYC-Albany in 1 hr, NYC-Syracuse in 2 hrs?

Or the perennially ignored schemes to get upstate produce to downstate markets quicker and more cheaply?

Think "Erie Canal".  That's what made New York into one state.  But currently our transportation arteries have gotten rather sclerotic and out of date.  Four to five hours by bus to New York City means that Ithaca is 'further' from NYC in the sense of time and trouble for the traveller than Washington, DC or Boston, MA.

That's why Upstate and Downstate keep pulling in different directions rather than pulling together.

Don't quite know where you are getting your info about these things.  Perhaps it is from media accounts-- the media is surely not giving them a lot of airtime.  But, there is a LOT of action from government.  On the rail issues, there was an important breakthrough between the State and Amtrak with a negotiated settlement of a longstanding conflict.  There has also been a coordinated push, involving our Senators and the PA Senators, to get an Amtrak feasibility study for a Binghamton-NYC rail link.

The connection regarding farm product (meat and cheese, as well as produce...) being sold in NYC markets has gotten a LOT of attention under the Spitzer administration.  There is a live and healthy initiative to establish a Wholesale Farmers' Market in NYC, many grant-funded projects through Dept. of Ag and Markets, and a policy-guidance process underway with the Governor's Food Policy Council and its recent annual report, which IDs this as one of their highest priorities.  The Governor himself attended this year's NYS Ag Society meeting (first time a sitting Governor has attended in 2 decades) and his speech was full of this.  And, of course, he announced new initiatives in this area in his State of Upstate speech.

These major infrastructure and distribution changes will take some time to implement-- but "perenially ignored" and "long-unfunded" are not the right adjectives for what is going on.  Everything may not change immediately "day one," but the commitment to changing the trajectory on these issues is obvious, even vigorous.
