 What that cop is using to beat that man with looks to me like a Cobra Spring Baton or spring billy.  It's a 16-17" long piece of spring steel with a weighted ball on the end.  I can tell you from personal experience that getting hit with that hurts wayyyy worse than getting hit with a wooden baton.  You'd have a helluva time getting cuffs on me if someone was whacking me on the leg with one of those.  The guy looks like he's trying to protect himself.

  From what I've seen and heard, it appears that there's a cowboy mentality pervading the NYPD that I don't see here in the hinterlands.  I've long held that I couldn't be a cop or a prison guard because they mostly show much greater restraint than I could.  This guy must've gotten in under a psychological waver.

  Don't judge other people by your own limitations.
