Azi, at the New York Observer, has a "senior official in the Spitzer administration" spelling out Spitzer's plan to kill the status quo in Albany.

Eliot's Secret Plan to Crush Albany

Governor Eliot Spitzer has a secret plan to shrink Assembly Speaker Sheldon Silver into obscurity. It starts with a Democratic takeover of the State Senate.

The first step, according to a senior official in the Spitzer administration, will be an attempt to compel vulnerable Republican Senators to defect to the Democratic minority by threatening them with well-funded opponents.

The "senior official" goes on to talk about the three pronged plan to pick off three Republican Senators:

  -  Offer a job to a Republican Senator thereby creating another special election

  -  Lure a Republican Senator into switching parties

  -  Demand retirement, or face a hugely funded opponent in 2008

The Governor's threats will ostensibly leave Senate Republicans with the following options: retire; pledge to support Democratic Minority Leader Malcolm Smith over Republican Majority Leader Joe Bruno; or, for at least one lucky defector, take a job-like former Senator Michael Balboni of Nassau did-with the administration.

And the timeline?

The ball can drop at any moment.

This is actually making sense. Last weekend, in a print version only, Hugh Reynolds, in the Daily Freeman, wrote about what appears to be happening in the 42nd Senatorial District.

GONE JOHN?

Around Albany, they might be calling it "the Balboni Identity," a cleverly fiendish plot whereby Gov. Eliot Spitzer picks off willing Republican state senators in swing districts with an offer only a fool - or a party stalwart in a totally safe district - would refuse.

He then refers to the 2006 race between John Bonacic and Susan Zimet:

And now there's every indication the seductive Spitzer has been calling on Sen. John Bonacic, R-Mount Hope, whose Orange County-based district includes 16 towns in Ulster County and 65 percent of its population.

Bonacic, who tells local Republican leaders he isn't talking to the Freeman these days - supposedly it has something to do with "editorial policy" - signaled clearly to the Associated Press he was definitely interested in a deal.

"I've been my own boss for most of my life," Bonacic, a 64-year old attorney, told the AP. "I never want to say no, but it would have to be something substantive where you would have an impact, not just a job for a job's sake or trying to boost a pension."

There are two clear signals being sent in that sentence, that Bonacic will only serve as a department head and that he's in it for the short-term.

Should Bonacic join Balboni, a special election would be held within 90 days of his resignation. Zimet, who hasn't stopped running since last November, will be the governor's choice. They already have the ads from last year. Orange County Republicans will scramble for a candidate to keep it respectable and hope to reload for the main event next year.

Or Bonacic could role the dice.

I'm thinking deal.

This all makes perfect sense to anyone who has been watching events transpire in Albany since Day One.

This comes as no surprise to me, but what is surprising is the speed and power of the plan's implementation. Since Azi is quoting a "senior official in the Spitzer Administration," I'm assuming this has been purposely leaked in order to add urgency to the offers. He's talking to the Bonacics of Albany: "The door is closing here...Deal or no Deal?"

The areas that are prime for strong Senate challenges in 2008 are Long Island and the Hudson Valley. Both have been trending blue, and many candidates in those areas garnered over 42% in 2006, a "prime district" threashold set up by the DSCC. Look for potential candidates to be gearing up very soon...building their organizations and begining to raise cash. 

Craig Johnson doesn't even have a desk in the Senate Chamber yet. Looks like 2008 State Senate race may be starting sooner than we think.

Eliot is moving with blinding speed...for a Steamroller.

...is the right plan of action or not, you have to admit that the guy isn't shy about implementation.

I happen to agree with his "take no prisoners" approach. It's the only way to shake things up.

Now, I think we need to be sure that the new Senate is Reform minded or we risk exchanging the "Three Men In A Room" for "One Man In A Room."

It should be a government with "Everyone In The Room...With The Door Open."

We've got some work ahead of us.

state politics that I have never before felt.  Optimism.

I noticed Fred Dicker almost beside himself when he discovered that the polls supported the "steamroller".  Whatta treat.

how this works out with respect to the budget, which is supposed to be passed by the end of March.  Right now it seems like a seven-way game of chicken.

Senate mischief in Ulster? (4.00 / 1)
Anyone interested in seeing Susan Zimet as the returning candidate to run against Bonacic next election or in a special election (hope, hope) should get word to the Governor and State Chair right away.
There's mischief abrew in Ulster with the party chair planning to run a son (or another member of his "team") to thwart Susan and cement his power in the county--only thing he appears to care about since Zimet running again, having won Ulster in November, is a no brainer!
Zimet did very well in November against a popular, well funded, well known incumbent with oodles of member grants to award keeping him in the press constantly. Had she had anything like the support promised now, Zimet might well have prevailed anyway.
Eyes open!

Big-picture framing: (4.00 / 5)
If a Senate majority takes power, "it'll make clear that there is a reform wing of the Democratic Party and a status quo wing of the party," the official continued. "Creating a reform-minded majority in the Senate is better than a coup against Shelly."

We've been seeing that develop over the past few weeks, but it's interesting to see it stated so explicitly. Spitzer is trying to simultaneously bring about one-party rule and to remake that party in the process.

Something to keep in mind - we need to be careful, as the Republicans are marginalized, to keep observing the dynamics of the parties within the Democratic party.

A Democratic Senate, (0.00 / 0)
like a Democratic governor, will naturally dilute Silver's power.

But both of those could not steamroller Silver; he will still, as the popular leader of his members, have substantial influence on all legislation that comes before the Assembly.

Hopefully, Spitzer's non-confrontational house meeting in Colonie is a sign that the governor understands that.


ALBERT BALDEO & BRIAN KEELER ARE READY FOR THIS BATTLE! (4.00 / 1)
I can identify 2 candidates who are prepared for a State senate take over at a moment's notice, and both have lifted their game: Brian Keeler of The Albany Project and Albert Baldeo, who annouced his candidacy for 2008 last December, and heads his own Democrat club and district wide voter registration program I think Keeler got 42% and Baldeo 49% last elections. Baldeo's first up, I would think! He has Serph running scared, as Gotham recently reported. Serph recently resigned as Republican County Chair, as Baldeo keeps up the pressure on him. Serph's district has changed demographically, and Baldeo is well positioned to beat him.

but it's a almost "take it to the bank" certain that baldeo will have one. i think they both win those primaries, but it won't be easy, especially for baldeo.

I agree - that's the MO of establishment figures. Who stands to be the "establishment" primary opponent to Keeler? Any ideas? It's not like we're talking about a huge Democratic bench in Dutchess County.

Given the fact that there are something like 10 members of the Senate majority conference with seven or more decades of life experience, it's a pretty safe bet that there will be more special elections regardless of members jumping ship.

Moreover, given the growing likelihood for more indictments in this alleged era of public integrity, there may very well be even more specials on the horizon.  I have a feeling that this later prospect may well be the coming "knockout punch" the Governor had alluded to last week. 

I'm sure many here know that JB was quite the boxer in his day, so perhaps that particular phrase was strategically chosen to get his attention.  If so, it may help explain the roses JB gave ES today.

in fact, i know of at least three incumbent GOP senators who really wanted to hang it up last cycle, but were robustly "encouraged" by bruno himself to stick it out one more round. i think that bruno really thought that '06 was going to be the cycle that the dems really made a charge at his majority. fortunately for him and his coterie of fuckwits, the DSCC had no such plans...

Mr. Spitzer... is currently attempting to recruit his former opponent in the gubernatorial primary, Nassau County Executive Tom Suozzi to run for another seat there.

Think Spitzer will get Suozzi interested? If he ran from his home base of Glen Cove, his opponent would be Carl L. Marcellino. A map of that district can be found here.

I imagine this would be a fairly easy Dem pickup, though I'm skeptical as to whether Suozzi will bite. It's clear he's ambitious, and after being County Exec., this would appear to be a demotion..

There has been talk that he's tiring of the Exec. gig, but why wouldn't he go after Peter King for Congress if he were looking for something new?

Of course, he was saying that in 2005. His options for executive offices have dwindled a little bit since then.

I dont think he would voluntarily go from county exec to state senator (4.00 / 1)
or even congress for that matter- both are "demotions."  Suozzi would best help reform Albany by restarting his "Fix Albany" efforts that successfully took out a republican senator and a democratic assemblyman in the 2004 cycle- http://www.fixalbany...
