The four "nonvotes" were from the empty seats from Minnesota and Colorado (Ken Salazar is the new Secretary of the Interior, and his successor, though named, hasn't been sworn in yet), Ted Kennedy, who is still recuperating, and Clinton herself.
I'm hearing (maybe you're hearing differently) that Cuomo is the leading candidate for the Senate seat. Personally, I'm not giving up on an upstate appointee.
