NYC vs NYS transparency (0.00 / 0)

Can anyone enlighten me as to how the City government is in terms of transparency? Is it as bad as things are at the state level? I don't recall ever having heard of the Post, News, or Times having to sue to get what should be public documents, like the upstate papers do, but I also haven't been paying a lot of attention in this area.

If the City is more transparent, is there any chance of taking lessons or examples in order to try to open the drapes on the back rooms in Albany?
