And now for something completely different: The "throw darts at the wall" approach to redistricting

Well after much tweaking, I was finally able to play with the online redistricting tool made by Dave Bradlee of Dave's Redistricting.

This map was constructed on the assumption of New York losing two congressional districts. Personally I'm hoping for just one, but we'll see.

I will make three disclaimers before I show you this map. One is that I have no idea of the partisan breakdown for these districts. That data wasn't available in the redistricting tool.

Second is that I didn't bother getting into the weeds of redistricting downstate, just the 11 CDs covering the state north of Yonkers. Let the downstaters who know the area deal with that.

Third is what I took into consideration making the map--or rather, what I didn't. I didn't take into consideration where the incumbents live, what the partisan makeup is, or what balances would be useful to be struck. As the "throw a dart at the wall" comment implies, this map is based almost entirely on instinct and geography, trying to group by regions. And when that was impossible, mostly with cities, attempting to fairly and logically divide up the turf. It should be taken as a start for discussion.

While a few districts share some of the characteristics of the current map (mostly in western New York), for the most part I just redrew the thing from scratch.

Detail close-ups are also available covering the dividing lines in Erie, Monroe, Oneida, and Albany counties.

23 - Finger Lakes

Most of the good sized cities get split up between two districts... (0.00 / 0)
The big exception being Syracuse, which is entirely in NY-22. But Buffalo is in 26 and 27, Rochester is in 23 and 25, Albany is in 19 and 20, Saratoga Springs in 20 and 21.

I personally think of this as being beneficial, because it doubles the voice each city gets in Congress as well as providing a reason for representatives to be balanced--you don't have one representing just a city and another representing just rural areas.

Dunno-- seems problematic to me to have half a city represented by one guy, half by another.  Wouldn't they fight over where the public projects should be built and who would get to cut the ribbon?  And, sometimes the people who understand small cities and rural areas aren't as savvy about urban affairs, and vice versa.

But, other than the split cities thing, I like it.

Buffalo is divided between two congresscritters now, with the eastern suburbs and exurbs being in a third district. Rochester is similarly divided between three.

The other reason to split cities, and pair chunks of them with the countryside, is competition. If you divide urban and rural areas, it amounts to an incumbent protection system, Dems in the urban areas and Reps in the hinterlands.

When the tool is first opened, check the box in the upper right hand corner which says "use test data'

Had you left north Buffalo in 26, as my map had, each district would have a Democratic majority.

Just putting all of Tompkins County in one district works for me.

But please try coming up with a set of STATE SENATE districts.  :-)

Downstate would be far too ridiculous for me to attempt. My internet connection sucks at the moment, but if I can get at the redistricting app again I'll try setting it for 62 districts and see what we can get.
