Rep. Murphy's Last Chance

Representative Scott Murphy's vote against the House health care reform bill last November is disappointing - and puzzling. He has repeatedly and publicly proclaimed his support of a strong public option, which goes along with his focus on cutting cost, fraud, and waste and on improving quality. And, he connected his past role as a small business owner to the importance of health care reform.

Yesterday, we launched a new community petition website, StandUpScott.org, to allow folks to remind Representative Murphy of his campaign promise to support the health care reform bill. Rep. Murphy's spokesman responded with a statement calling for cost containment and quality improvements. He's worried that the bill doesn't contain cost for small businesses and individuals.

But, the House health care reform bill does just that. In fact(pdf), 15,500 small businesses in New York's 20th Congressional District would be able to provide coverage to their employees through new tax credits. And, 35,000 of Rep. Murphy's currently uninsured constituents would have access to health insurance.

The House bill, in many respects, is much more focused on lower and middle income families. Taxes would rise only for the wealthiest of Americans, whose livelihood would not be significantly affected by the change. The Senate bill has taxes for those making more than $250,000, while the House for the richest 0.3% of Americans. As for small businesses, I've heard many members of Congress, both House and Senate, adamantly and irrevocably remind the public that small businesses are the engine of economic growth. The White House's position is equally strong and has invited small business representatives to a roundtable discussion.

When we stood up for Rep. Murphy last year during the special election, we did so with health care reform in mind. He told us he'd be a champion for reform. With the vote on the final bill, Rep. Murphy has one last chance to show us that he is the champion we thought he'd be.

We don't yet know what the conference bill will look like.

But, what we do know is that Representative Scott Murphy should work hard in the next few weeks to ensure that many of the good parts of the House bill remain intact. These include affordability by not taxing health benefits and pushing for employer coverage, and keeping insurance companies honest through tougher regulations, consumer protections and a public option.

These provisions, after-all, address most of his concerns about health care reform - and mean that about 30 million Americans who don't have coverage right now will get it.

So, no matter where you live, take a minute right now and visit StandUpScott.org and sign the petition. Tell Rep. Murphy that his reasons for voting against the House bill simply aren't good enough. This is his last chance to show us we did the right thing when we stood up for him. Now, he needs to stand up for us.

Rep Murphy is running for re-election (0.00 / 0)
I think Scott figures he can safely count Democrats as wanting him re-elected, so he isn't campaigning for our votes.  Instead, he's campaigning for the votes of those Republicans he thinks might go for him if he seems fiscally conservative enough.

Until he believes we will vote him out of office over this vote, he will continue to take us for granted and work to make Republicans happy.

Then he's an idiot.  When Republicans are given a choice between a Faux Republican and a Real Republican, they generally vote for the real thing.

That Voltaire statement, translated as, "The better is the enemy of the good," is often morphed into a warning: "Never let the perfect be the enemy of the good."

The problems with the House bill (and there are many) are not, in my opinion, enough to stop it from going forward.  The real problem, however, is that the Senate bill is a giant piece of garbage, and any bill that would come out of a conference committee would probably be too full of garbage to be supportable.

Fortunately, there will be no conference committee.  Instead, there will be a back-and-forth discussion between House and Senate Democrats (no Republicans, since they all voted no -- with one House exception -- and will similarly vote no on whatever emerges as a final version).  The result could be something good enough to support.

But it probably won't.

That's where people like Scott Murphy and Eric Massa can come in.  They are in districts where they can oppose even the current House bill and pick up votes this fall, but they truly want real reform.  The result is that they can demand that the final bill be even better than the current House bill, and probably have enough power to derail anything that isn't good enough.

The question is, are there enough dopey Democrats (Bart Stupid -- I'm sorry, that should be "Stupak") and faux Democrats (Joe Lie-berman, with or without the hyphen) to stop a good bill from passing?

The real problem is that President Obama is so desperate to get a bill passed in the worst way that he will probably get a bill passed in the worst way.

He should give up on the Republicans.

He should corral the wavering House Democrats whose seats are endangered and let them know that the DCCC and the DNC will support them if they're on board with a good bill, but that they'll be cut loose if they don't, or if they demand the garbage in exchange for their vote.

He should pull Lieberman aside and let him know that his committee chairmanship depends on his support for a good bill.  Then he should do the same with Ben Nelson, telling him that his subcommittee chairmanships will be stripped away.  Then he should let Blanche Lincoln know that her seat is not safe, but that she'll get the support from the DSCC and DNC that she needs -- only if she supports a good bill.

It's time to twist arms, and since neither Nancy Pelosi nor Harry Reid has the guts or the spine to do it, Barack Obama is the only one left.


The problem with punishing Murphy for not supporting the public option (0.00 / 0)
is that there IS no public option!

As far as "the perfect being the enemy of the good", that would apply here, if there was anything good to be found in this bill.

The President is the one who broke his campaign promises, saying that anything short of a public option was unacceptable, and that we would not be cowing to the insurance companies and Pharma.

The first (and only) players invited to the table?

Wait for it......

The Insurance Industry, and Pharma.

There is nothing in this bill that even resembles reform. It is a massive bailout to the two industries that need it the least.

Yes, he proposed having a public option, but he did not at any time say that it was indispensable. Quite the opposite. And yes, there is reform here.

He never said that and that's why many were angry, they wanted him to.

And had he said that during the campaign, I never would've voted for him...you never limit your options like that, you'll end up with nothing.
