NY-29: Massa To Resign Monday (Updated)

Breaking, as they say, from Hotline:

Rep. Eric Massa (D-NY) will resign Monday at 5pm, a source close to the embattled incumbent tells Hotline OnCall.

Massa has been pressured by House Dems to step aside amid an ethics controversy that caused him to announce earlier this week he would not run for a second term.

Earlier this week, the House ethics committee confirmed it was looking in to allegations against Massa. Those allegations reportedly include sexual harrassment of a member of the Congressman's staff.

Oy.

UPDATE: Massa just posted this statement to his House site:

Two days ago as I sat reading my new annual CAT scan, having been told that the anomalies in the films may or may not be scar tissue, I decided to finally take the advice that my doctors have repeatedly given me, and that is to take care of my family and myself before my profession. After I decided not to run again I was told, for the first time, that a member of my staff believed I had made statements that made him feel "uncomfortable."   I was told that a report had been filed with the Congressional Ethics Committee.  At no point prior to this had any member of the Ethics Committee communicated with me directly - if fact I first read it on the internet.  

I own this reality.  There is no doubt in my mind that I did in fact, use language in the privacy of my own home and in my inner office that, after 24 years in the Navy, might make a Chief Petty Officer feel uncomfortable.  In fact, there is no doubt that this Ethics issue is my fault and mine alone.  But in the incredibly toxic atmosphere that is Washington D.C., with the destruction of our elected leaders having become a blood sport, especially in talk radio and on the internet, there is also no doubt that an Ethics investigation would tear my family and my staff apart. Some would say that this is what happens when you stand apart from political parties, which I have done.  Others will say that this is what happens to a non politician when they go to Washington DC.  I want to make something perfectly clear.  My difficulties are of my own making. Period.  I am also aware that blogs and radio will have a field day with this in today's destructive and unforgiving political environment.  In that investigators would be free to ask anything about me going back to my birth, I simply cannot rise to that level of perfection.  God knows that I am a deeply flawed and imperfect person.  

During long car rides, in the early hours of the evening, late at night and always in private, I know that my own language failed to meet the standards that I set for all around me and myself.  I fell short and I believe now, as I have always believed, that it is not enough to simply talk the talk, but rather I must take action to hold myself accountable.

Therefore, effective at 5 PM on Monday the 8th of March I will resign my position as the Federal Representative of New York's 29th Congressional District in the 111th Congress.  I do so with a profound sense of failure and a deep apology to all those whom, for the past year, I tried to represent as our Nation struggles with problems far greater than anyone can possibly imagine.  I hope that my family, constituents, and fellow Members of Congress can accept this apology as being both genuine and heartfelt and I wish for them and all Americans only the best.  I will take all actions possible to ensure that my personal health is secured in that I know that mine is a far more fragile lifeline than most.  For the millions of fellow cancer survivors with whom I share this experience, they, more than anyone else, will understand the honesty and openness in this statement.

I ask that members of the press respect the privacy of my family, my staff, and me at this time.

Don't mean to be negative, but, this is a very conservative district.  If this is going to be an ugly investigation, the homophobic reaction might mean we don't have a shot at a Dem representing this area for a generation.

At some point, you have to see it as: WE did our job-- somebody else screwed up (or screwed the wrong person).

b/c he won't be within the jurisdiction of the Ethics Committee anymore.  I'm not saying it's right, (I think this ought to be investigated), but it is what it is.

Plus if he's not running for re-election anyway, we can get this out of the news cycle before November.  Eric Massa is being a team player here.

but it may be worse if there isn't an investigation.  Then, pretty much any tall tale can take the stage. But, had assumed that there would be some details from an investigation that had already been underway (as I understand it).

if we have a good candidate, a Tea Partier could always split the Conservative vote... let's hope somebody fairly moderate runs on the Rep line and coaxes a nutjob out of the woodwork to get the crazies riled up on the Con line.

This area is conservative-- even the Dems are conservative-- but not so fringey.  Unfortunately, I think a lot of unaffiliated voters and some Republicans voted for Eric because of his personal charisma and work ethic.... and, I think they are going to be very, very spooked by this.  Add it to what is happening on the state level, and, basically, I think it is going to be real hard to sell any Dem as somebody you can trust.  Sorry, but, some of these people are my neighbors, and, that's where I think they land.

I think Massa, even with a scandal, had a better chance of reelection due to his incumbency than we do winning another special.

I think I'd rather focus our efforts an limited resources on playing defense this fall.

Massa never would've won. I'm not willing to give up on districts without admitting that we are going to need to compromise our agenda.

I mean how the hell are going to try and convince party leaders that we need to move in a more progressive direction if we just accept large swaths of the country, including a district where our Presidential candidate got 48% of the vote, are "hopeless" to us?

You have Owens in NY-23 facing Hoffman (Wingnut/Tea Party) again, Murphy in NY-20 attracting several opponents, Arcuri is again on the bubble, we have two Senatorial races, and lord knows, the mess in the State Senate and with our Governor.  It's going to be hard work, in and of itself, to keep those three House races in the Democratic column.  So yes, there's going to be consideration of whether or not there's the resources to try to keep Democratic a now open seat, or whether it's better to focus on playing defense.

this is defense, and why is this district hopeless and not Arcuri's, Owen's, Murphy's, McMahon's or Hall's? Because it's open. In this environment, that may not be such a terrible thing.

I thought our goal was the build the largest majority we can build, not the largest majority we think our resources allow. I mean, we can't complain about not getting a progressive agenda through and then giving up on our own districts because "the resources aren't there"

I think that "screwed the wrong person" is a bit harsh before we know the facts.  This isn't Eliot Spitzer.  So far sexual harassment has been alleged, not sexual assault.

Some of the same people who took a chance and voted for Spitzer instead of their ordinary R votes also voted for Massa over there.  How do you think they think that is working out for them?

God, do these idiots really think in this day and age that they can get away with these things?  Between Massa and Rangel (thank God his seat is a safe one for the Dems)my head is spinning.

I don't know guys, maybe I'm being too optimistic or gullible but I have a hard time believing that a statement that sounds that earnest is a lie.  Unless something definitive comes out, I'm leaning towards believing that this was a case of foul language and not physical harassment.

Massa's resignation puts the "scandal" to bed before primary/election season rolls around.
We need a good candidate who appeals to the cons out there in the 29th.
A Dem has won there before, the right Dem can win there again.

Does there have to be a special election?  Apparently, there is some leeway as to when the Governor has to declare the seat "vacant", which means the seat could remain empty until November.  http://voices.washingtonpost.c...
While the conventional wisdom is that November will not be good for Dems, I'm not sure that is so and it almost certainly will not be true in NY.  With Paterson out, the top of the ticket looks very good for Dems - Cuomo, Schumer, and Gillibrand I think will all win by large margins.  There could be some decent coattails.

How We Do It (4.00 / 1)
Is by fighting for each and every seat.  We need to get our boots on the ground, talk to voters and prove to them that electing Dems is better for them.  Not one seat should be given up on because of the district it's in.  We got our majorities back with Dean's 50 State strategy and we need to do this for Albany and for DC.

We can hold Massa's seat but we need a candidate first.  So lets see who runs and back them.  As for the other "problem" seats, voters tend to re-elect the candidate in office.  Of course we know this may be a bad year for Dems but that remains to be seen.  So lets make sure we fight for every seat for both Albany and DC.

Assemblywoman Barbara Lifton is considering running for the seat.  She is my assemblywoman, and would have to move to live in the district.  But, she is a much more viable candidate than any Dem I know of in-district.

A key reason that Stan Lundine was able to keep the 1980s version of that district Democratic by narrow margins was that his Reaganite opponent (Jill Emery?) lived just outside the district.

Beyond that, I'd add the pretty serious differences in political opinion in her current district and that Congressional district, not to mention the suspicion that the word "Ithaca" generates in many corners of Upstate NY.

Can't see it working.  Or maybe I'm just distracted by my rage at this related craziness from the New York Times:

"Others who are said to be interested are the Assembly members Susan John, David Koon and Barbara Lifton, all from the Rochester area;"

nature of this district. The district IS in the the Rochester area. And the Buffalo area. And the Ithaca area. And the Elmira area.

3 media markets, each with a significant chunk of the population, which is "centered" in three areas in the farthest corners of the district; Monroe County, Olean, and Corning/Elmira.

And of course a huge portion of this district, I'd venture as much as a third, doesn't have access to cable and can only get satellite TV, which drastically reduces local advertising options.

And at least 5 different newspapers are the major paper in different areas of the district.

So find a candidate from anywhere; 4/5ths of the district will think they're carpetbagging anyways.

My first email to Barbara was alerting her to the error in identification of location-- which was not only in NYTimes, but also, inexplicably, the Buffalo paper, too (probably copying the NYT).

Am pretty sure that the NYT has a better grasp of the locations of small cities and villages in Northern Italy than upstate NY.

Both Simon and Amherst Guy have the challenges right.  The district favors the ignorant, by design.  So, I 'spoze Randy Kuhl does have a chance (shudder).  Nothing ventured, nothing gained.
