Attorney General Andrew M. Cuomo has picked Mayor Robert J. Duffy of Rochester to be his running mate, the Cuomo campaign announced Tuesday morning.
Mr. Cuomo has been considering Mr. Duffy at least since November, when The Times reported that he was considered by many Democrats to be a leading candidate for the lieutenant governor's job.
Mr. Cuomo and his advisers see Mr. Duffy, a popular former police chief, as a person who could bring upstate representation to a government that has been dominated by Democrats from New York City and Long Island.

Mr. Duffy, a 55-year-old Rochester native and a Democrat, was elected in 2005 and is so popular that he ran unopposed for re-election last year. The bulk of his career has been in the Police Department, which he joined in 1976 and took over in 1998.
