While oil is hydrophobic, some oil is evaporated in the weathering process and chemical dispersants such as Corexit make some of the more toxic parts of the oil more soluble.

I've seen rain come down like mud in Oklahoma when there were tornados in the area, so I wonder if a waterspout can do the same thing.
