A note for Carl Paladino: Running a business is not the same as running a state

The recent New York State Republican Party primary saw Carl Paladino, a Tea Party favorite win the nomination for governor.  His main qualification for the office seems to be that he's rich.  Very rich.  I'm sure that once we get past the rather ... interesting ... things he's done in his past, and his public statements, we'll be inundated with campaign statements about how his business success "qualifies" him to be governor.

Given his actions, and his statements though, it's apparent that he's unaware of the difference between running a business and being a governor.   His statements about what he wants to do once he becomes governor, and the actions he'll take make that clear.   He's thinking of it as being in charge of his business, and that he's going to run the state like he would his business.    Which, in reality, are quite different things.

You see, governors don't have the same capabilities that a business owner does.   Governors  have to work with a legislature, which can (and will) do quite a bit to either make the governor's ideas a success or doom them to failure.  No, the governor does not get to order them around, or at least not very often.  Particularly if he's from the party which does not control the legislature.  Besides that, there are also limitations and separation of powers built  into the structure of the government -  it's called a Constitution and  the laws of the state. To be able to govern effectively, he can't just decide that something will happen, and expect that it will - he has to persuade others to go along, and be willing to cooperate and compromise.

I understand that difference.   I've been a business owner, a supervisor, and yes, I've been in the military.  I know what it's like to be able to decide what needs to be done, and how I want it done - and that people will do what I tell them to do - or else.  As a business owner if I wanted to buy something because I thought it was necessary, I just went and did it.  I didn't have to ask, and I didn't have to persuade anyone.  But I've also been in elected positions, as a delegate, an executive board member, and as an officer of the organization - including being the President of one.  It's a different game entirely.  Yes, I had authority, but at the same time I had limits.  There were other people who were elected as well, and had their own responsibilities - and if I wanted to do something, I had to get them to go along with me.  I didn't get to do a lot of telling them what to do, I had to ask them.

Failure to understand that difference is why successful businesspeople often make lousy politicians.  They're used to telling, not asking.  When they carry that into public office, they're suddenly given a rude awakening.  There are others who are just as powerful, who are not answerable to them, and are quite likely to push back.   That's a lesson that first time public officials of all parties learn the hard way.   In the case of Paladino, he's apparently had years of not being answerable to anyone but himself,  and as a very wealthy businessman has not been questioned or called on the carpet very often - if at all.  That's changing in just the campaign, as he's finding out.  Blowing off the press just means that his business practices are being examined by the press. Insulting powerful politicians that he's going to have to work with is not a good idea, if he wants to get anything done.

Unlikely as it is that he'll be elected - personal wealth can only take you so far - if he were to be elected, he'd be a singularly ineffective governor.  He apparently is very good at running a business, but he's showing he lacks the skills to be a good governor.   It's not the same skill set, and people who think it is often have a rude awakening.

Paladino seems to think that, should he be elected, legislators and their leaders would essentially be his employees, who he can order around.

In one of his radio ads, he says he would "impose eight-year term limits" on state legislators.

NY governors have no such power; "imposing" term limits would require changing the state Constitution, which the Legislature would have to vote for, twice.

Which it will not do, even once, guaranteed.

In NY, as at the national level, there are checks and balances on executive power.

Good thing, IMO.

That he thought he can do things by decree was the first thing that struck me about his statements. For someone who has claimed to be a "student of government," he appears to have failed the parts on "division of power" and "limits."  

Every governor has wished they could order legislators around like employees, whether they're Democrats or Republicans, and they were doomed to disappointment on that score.  Besides the legislature, he doesn't seem to get that the Comptroller and the Attorney General don't answer to the Governor either.  

Which is why when I listen to Paladino, all I can think is that he has no clue about government, and if he were to be governor, he'd be tied up in legislative and court battles for his entire term.  Which is not what the state needs right now.

If you are a crooked real estate mogul, you can steal from the state by negotiating sweetheart leases and then become rich enough to buy a governorship.  If you are actually in government, it is much harder to steal from the state without getting caught and going to jail.  We should cut out the middleman and just send folks like that to jail now.

Carl gets most of his money by leasing out lots of space in old buildings in Buffalo that he bought at fire sale prices to governmental agencies - City, especially Erie County, NY State and possibly even the Feds, as well as other quasi governmental entities.

His one condo venture on the Buffalo waterfront has been a massive money loser - in spite of the fact that he got Empire Zone status for these rich people condos. That building is still not fully occupied (maybe half full?) after 3 years. Loser with a big L.

And when Tony Masiello was mayor, it was difficult to figure out if the mayor was bought and paid for by Carl P., or just an appendage of Carl's. Carl's last FU to the people of Buffalo was to cobble together 9 acres of property (mostly old/abandoned buildings/factories) and sell it to the Seneca Indians for $1 million for a gambling joint that would have sucked most or all the economic activity out of downtown, given rise to even more gambling addiction problems and the crime waves that gets spawned by gambling joints. But, such gambling joints are a great way to launder drug money (works in Vegas), embezzled money, fraud, prostitution (a favorite of his) and bribe money and of course, loan shark money - loans to gambling addicts, usually.

The only new business of note would have been the loan shark enforcement biz. A number of drug gangs were practicing and/or planning to shift to that lucrative biz and away from competitive white powder distribution in preparation for the big new gambling joint, which never really happened (it's still a small set of trailer homes strung together, or equivalent). Overall, the gambling joint was supposed to "create" 1500 new jobs in the tax free haven of Seneca turf in Buffalo, while at the same time destroying 4500 jobs in the taxable zone in Buffalo, a net loss of 3000 jobs. That in a city with a real unemployment rate near 40%.

Cute, eh? For Carl, governments (Fed, state, local, tribal) exist to make him money, especially with his insider connections in both political parties. And you will find no one as immoral, unethical and ruthless as Mr. P. But, since Buffalo is a small market which has seen enormous percentages of the wealth created in its initial 150 years of existence destroyed/extracted, shipped out of town, out of state, out of country (for example, Michael Milliken got his start trashing the Houdaille (tools) company in South and midtown Buffalo), he really hasn't been all that successful, as there is not that much to draw upon anymore. So as a result, Carl could only amass $150 million in booty. Obviously total chump change by NYC or Toronto standards, but, them's the breaks.

Carl is a very dangerous and nasty piece of work. Psychopath (or at least extreme socipath) is a description that fits him to a tee. Don't underestimate him.

And if Cuomo can't man up and be progressive but instead tries to be a suck-up to conservadems and "rethug-lites", well that's also a problem, and definitely not a solution.
