Tim Bishop's lead vanishes?

I can't find much in the media on this, besides this opening of a Newsday story:

In the close House race on the East End, Republican Randy Altschuler moved ahead of incumbent Rep. Tim Bishop Friday after a re-canvass of voting machines.

Altschuler leads Bishop, a Democrat, by about 400 votes, both campaigns said, citing data from the Suffolk County Board of Elections. That represents a swing of almost 4,000 votes because Bishop was ahead by 3,461 earlier this week.

and there's this bit in the Daily News' The Daily Politics blog.

Perhaps the voting machine apocalypse really is coming upon us...

Bishop was the tea partiers' No. 1 target this year in NY; hopefully he can pull it out.

Appears to have been a good old fashioned error in the reporting (by phone) of the results by election inspectors.  Nothing to do with the mechanism of voting.  The error was realized during the routine (required by law) recanvass of the machines.

And there may even be a full 100% hand count of the actual paper ballots marked directly by the voter. Something that would be impossible if NYS had gone with the touch screen electronic voting machines or stayed with the sacred, fabled (but impossible to verify) lever machines.

The process for gathering those numbers is riddled with potential errors:

Results are read off of machines by Person A to Person B who writes them down. Person B calls the BOE and reads - over the phone - the results to Person C at the BOE, who writes them down. Person C gives the sheet to person D who types them into a computer.

10 chances for error:
Person A misreads
Person A misspeaks
Person B mishears
Person B miswrites
Person B misreads
Person B misspeaks
Person C mishears
Person C miswrites
Person D misreads
Person D mistypes

I've seen numbers change by 500 votes in one precinct because of this "telephone game" style of election reporting. Starting tomorrow, these results will be reviewed an corrected at every stage. Look for swings in vote counts.

Nothing has changed with the new machines, just a different thing to read the same mistakes off of in step 1.

38% of the first CD's 460 election districts reported numbers by phone to the BOE that differed from the machine totals. How do 4 in 10 inspectors get it wrong? Altschuler campaign opposes a manual recount of the ballots! Surprise! Surprise! Bishop will get a recount.

That's staggering, if true.
