Trapped in the sausage-making redistricting machine

[This is cross-posted from Living in Dryden, and focuses on Upstate and Tompkins County in particular. I fear I lack the strength to even open the Downstate maps after looking through the Upstate maps.]

The Federal Courts have had enough of Albany's delay on Congressional lines, and ordered the legislature to hand over the maps. You can see the docket for the case (missing the Assembly maps?) and a complete set of maps submitted.

The key maps for Upstate and Tompkins County are:

  • Assembly Democrats map (872KB PDF) - Tompkins + Cayuga + Onondaga + part of Madison

  • Assembly Republicans map (9.2MB PDF) - Outer Tompkins County towns in huge Southern Tier district to Jamestown, Ithaca/Danby to Binghamton/Utica district

All of these maps are bizarre, to put it mildly. The intervenors map (I don't know who they are, really), seems like a crazy effort to paint diagonal lines across Upstate New York with bonus strange gerrymandering in Broome County. The Assembly Democratic map creates a district that lurches from Binghamton and Cortland to Lake Champlain. The Senate Republicans map is at least mostly more compact, except for our district and the odd way they split up the Hudson Valley. The Assembly Republicans worst moment is here - they make sure that Tompkins stays weirdly divided.

(Senate Democrats didn't submit a map. At first I thought that was gutless of them, but as it turns out the contrast makes them look good.)

A special low point for me is the Senate Republican memo outlining "why incumbency protection is an appropriate factor for the Court to consider in drawing redistricting maps.".

So far, the only map I've seen that resembles sane is the Common Cause Reform Plan (8.3MB PDF), which actually creates compact districts of places that have something to do with each other beyond packing and cracking by partisan results...

Since my focus is not just Tompkins (4.00 / 1)
I want the map to be pleasing to look at.  Rose's and the Assembly Democrats do not meet that.  The GOPs are better in that respect.  Not the best, mind you, but better.  The Common Cause just seems weird to me.  Why is Oneida County divided between four districts?  Likewise, Fulton in three?  Those are my biggest questions about the Common Cause map.

Whenever there is a statewide election in New York State, New York City, Albany County, Tompkins County and the city of Buffalo always show up in the blue column.  

No small wonder that the GOP would like to bury this map of established voter preferences, if they could, especially  with respect to Tompkins County.  The home county of Cornell University is like an blue oasis in the otherwise desert of red that we call upstate New York.  

Tompkins County has the highest rate of employment, personal income and educational achievement among all of the 50 or so upstate counties in New York and they always vote Democrat!  Ironic to say the least!  It is like a constant thumb injected into the eye of the  New York's Republikin establishment to have the political landscape shaped that way.  

KInd of funny whenever one thinks about it.


I want to see the proposed state senate maps (4.00 / 1)
The Federal maps are not actually the biggest issue, long-term.  

The big issue is whether the "super mega gerrymander" run by the Senate Republicans in order to protect their majority (currently hanging on by 1 vote) can be dismantled.  

Since US Supreme Court precedent tells us that the state government can just rewrite the Congressional maps any time, if the State Senate gerrymander is dismantled, we should expect to see the Congressional maps rewritten anyway.


The Common Cause maps are OK. (4.00 / 1)
The 62-seat State Senate map is pretty decent.

The State Constitution requires 62 seats (there simply wasn't enough population increase in Manhattan & the Bronx to trigger the change to 63), so it will be interesting seeing what the courts do; any attempt to use 63 will get shot down in court pretty quick.
