AD-64 (Yes, Shelly's): Meet Paul Newell

Meet Paul Newell, the man who is mounting a primary challenge to one of the "three men in a room", Assembly Speaker Sheldon Silver. (Actually, Silver is facing two primary challengers, but I'm not certain the other candidate is public yet, so you'll just have to wait to meet him.) I've met with Paul several times (as well as the other challenger) and what impresses me about Paul is his deep understanding of reform issues in New York as well as how this District and its current representative to the Assembly fit into that dysfunctional puzzle. There are few places in the state that a few thousand votes can have more of an impact on the lives of New Yorkers than AD-64. We're literally talking about 6,000 votes or so affecting not only the lives of 19 million New Yorkers, but the very cause of reforming our state government as well.

Primary challenges are always a long shot in New York. The entire system is built upon incumbent protection. Taking on one of the three most powerful men in the state makes it all the more difficult. But, Paul and the other challenger are rather clear eyed when discussing the difficulties of such an effort. Neither Paul nor his colleague have any illusions about the task ahead. It's a Herculean undertaking, no doubt.

It's also a fantastic educational opportunity. It's a chance to really talk about reform issues to people that don't obsess about them the way many of us do. Shelly, who actually ran as a reformer back in the 70's,  hasn't had to defend himself and the status quo in a primary in far too long. Now he will and that is a net positive in my book.

Regardless, Paul is for real. The other challenger is for real. The odds are indeed long for all the reasons I mentioned, but they aren't impossible. We really are talking about a swing of 6,000 votes, 6,000 votes that could significantly impact the lives of 19 million New Yorkers.

Here's a message to us from Paul, who is an active member of the Albany Project community, introducing himself.

I'm running for State Assembly to change the way Albany works.  For over 30 years, Sheldon Silver has failed.  He has failed Lower Manhattan and he has failed New York.  For too long, Albany's priorities have been set by the developers and special interests supporting the status quo.  It is this culture of failure in Albany that has kept our community from accessing the affordable housing, quality schools and livable streets we deserve.

New York has a tremendous opportunity for change in 2008.  We are on the verge of ending the 3-men-in-a-room system once and for all.  Lower Manhattanites can play a key role in this transformation.  By rejecting Sheldon Silver and voting for a new generation of leadership, we can restore accountable government not only to our district, but to 19 million New Yorkers.

I worry about there being 2 challengers instead of one, as the anti-Shelly vote would then be split by the two challengers and Shelly might survive the primary with just a plurality.

Conventional wisdom says your correct however if one of the two challengers appeals to the anti Silver vote while the other appeals to pro Silver voters maybe from a similar club or core constituency that normally supports Silver like a local Jewish block of supporters etc than it may actually divide the Silver vote and help the anti Silver vote prevail. Anti Silver voters could prevail with only 35% if the Silver voters are otherwise divided.

How exactly would a primary challenger peel off pro-Silver voters (0.00 / 0)
Seems to me that if they're pro-Silver, they're going to vote for Silver.  I understand your point that possibly one can appeal a certain constituency.  Lets take for example your Jewish block constituency.  Who are the Jews more likely to support the Jewish speaker of the assembly who they have supported in the past or a Jewish newcomer that they probably don't know very well?  Inevitably primary challengers appeal to people who do not like the incumbent.  A three way race just makes it harder to mount a credible challenge to Silver.

I congratulate Paul (and unknown) for taking the plunge and entering a primary against Silver.  I'm not a Silver fan and I disagree with a lot that he has done but the reality is that any challenge directly against the speaker of the assembly is likely going to fail.  A primary challenge will only serve to make a statement about the way Albany is currently run and push issues onto the agenda.  Silver is not going anywhere.  Whether you like it or not, most people like being represented by a person in such a position of power.  The speaker of the assembly can get things done.  People of the district are not going to take a chance and vote for someone else and risk losing the chance to be represented by the speaker.

As a side note.  I wish Paul luck and hope he gets his reform message across but first things first.  He needs to make it onto the ballot.  Although I can't say this with absolute certainty (I'm not from the district and am not up to date on local political matters) I think its safe to say that Silver has a lock on the institutional support (organizations, democratic committees, clubs etc.).  Paul is going to need to get enough people to help him gather signatures to even make it onto the ballot without counting on these organizations.  I remember in 2006 when a prospective Bruno challenger (I think his name was Brian Premo) had the endorsement of the Rensselaer county democrats and still didn't make it on the ballot.  Paul probably cannot count on equivalent support against Silver.  In this situation it would probably be better to coalesce behind one candidate, make sure he gathers enough signatures to make it onto the ballot, and work from there.

If you consider anything a failure that doesn't actually remove Silver, then yes, the odds of failure are pretty big.

If, however, even that lost election has positive side effects, then is it really a failure?

Yes, he does need to get on the ballot, and yes, New York State election law makes that a hassle.  I'd love to see those laws change, but I doubt they'll change with Silver at the helm of the Assembly.

I appreciate that this will be an uphill battle, and that longtime incumbents are tough to unseat.  I am under no illusion that this will be easy.  I am, however, confident that we will have the organization and the money to make a successful run of it.  As Phillip points out, with about 6000 votes, we can restore democracy to New York State - and responsive representation to Lower Manhattan.

So yes, it will be a tough road.  But I am convinced it is possible.  And being possible, it is worth the shot.
