Think Shelly Wants a Democratic Senate? Think Again.

by: Roatti

Mon Jul 21, 2008 at 01:09:33 AM EDT

(Other reasons Sheldon Silver is unfit for office: treating marriage equality as a crude brgaining chip, his desire to keep Bruno in power, his refusal to release his side income, he opposed David Paterson's bid for minority leader, he killed congestion pricing without even an up-or-down vote, he uses YOUR money to pay for his political mailers. and he let an accused rapist stay on his staff for far too long)

This past week has seen much blogger mulling over different campaign finance filings and what they mean.  Since one of my criticisms of Co-Governor Assembly Speaker Sheldon Silver is that he doesn't want the Democrats to take State Senate, I figured I'd go over Shelly's campaign finance filings to see if my contention is backed up by numbers.

Indeed, it is.

Looking at the public info of expenditures of Shelly's two committees, Friends of SIlver and
SPEAKERPAC, I have crunched the numbers.  Here are my findings, minus the numbers for a handful of committees that are defunct and I could not figure out what office they are for.

Since 1999:

*Shelly gave at least $154,200 to Assembly Democrats, both incumbents and challengers.

*Shelly gave at least $33,950 to other non-statewide races around the state.  All were Democrats, and they were all municipal elections from the NYC Council to County Executives to Judges to Mayoral Candidates to Borough Presidents.  Most were NYC, but he made contributions all over, like for Nassau County Exec and Mayor of Syracuse.

*Shelly also gave at least $75,000 to statewide Democrats, namely Andrew Cuomo, Alan Hevesi, and Carl McCall.

*Shelly gave Marty Connor $10,000 in 2006 to help fight off his primary challenge from Ken Diamondstone.

*Shelly also gave lots of money to various Democratic Clubs and other local organizations.

So despite spending all these thousands of dollars on the whole gamut of Democratic politicians, committees, and clubs all around the state, Sheldon Silver has not given a single dime to a Democratic Senate Candidate other than Marty Connor in a primary fight.  Democratic Senate challengers in recent years, like Albert Baldeo and Nora Marino in 2006 (when Silver ally, Denny Farrell was heading the state party) were left hanging without sufficient funds to defeat otherwise vulnerable Republican Senators.  Even ones that did manage to win, like Andrea Stewart-Cousins, had to do so without Shelly's help.

Think about that- not a single dime.  This from a supposed leader in our party, someone who by all rights should be pushing hard for a Democratic Senate if he wants any of the progressive legislation he sponsors in the Assembly to become law.

But he doesn't.

With Shelly, it's all about him and his power.  On the night of Darrel Aubertine's vitcory, I wrote about an anonymous Assembly Democrat who had this to say to Azi about Aubertine's victory:

"Losers are democratic assembly members in districts with democratic senators who by this fall will no longer be the only Dems that can pass legislation. Don't cite me as the source for that one."

Like that unnamed Assemblymember, Shelly probably wants to be the Democrats' top dog in the legislature.  A Majority Leader Smith would eclipse a lot of his power.  Additionally, with a Democratic Senate, Shelly can no longer hide behind Senate Republicans for excuses on why he doesn't pass rules reform, campaign finance reform, redistricting reform, or all other types of reform.

Shelly simply does not want the Democrats to take the Senate.  Ever.

I look forward to the Shelly apologists' spin on this one.

Silver (4.00 / 3)
Sheldon Silver I believe has focused on extending his political control over the state, hence focusing on Statewide, local, and primary races by favoring candidates who are his allies. This really shows why we need Clean Money Clean Elections, to prevent someone like Silver from having too much pull after investing thousands of dollars in certain candidates.

With that said, it still bugs me that Newell and Henry have not come together and got behind one of their campaigns, since both of them running makes it so much harder for us to defeat Silver.

Yes (4.00 / 1)
That is another issue which I fear will not be resolved.

[ Parent ]
Get together? Sort of. (4.00 / 1)
My view (which I have held for several months) is that Newell and Henry should work together in opposition to Silver, but not by having one drop out.

Neither one has a realistic chance of defeating Silver this year, even with the other one's help.  So rather than mount one campaign, they should mount two, while keeping in touch to ensure that their campaigns don't overlap more than necessary.

Each candidate has his particular strengths, whether on ideology, geography, civic associations, etc.  If each plays to his strengths, and gets his vote out, the combined total could be significantly higher than one candidate can manage alone.  Once this election is over, they could then get together to decide how to go forward from there.

Unfortunately, it hasn't been happening -- so far.  There is still time, however, for the two campaigns to reach an understanding, if not an actual agreement, not to stand in each other's way.  There should be plenty of anti-Silver sentiment to go around, not to mention a lot of people who just haven't voted in primaries before.  If each candidate works to bring out his base, the total anti-Silver vote could be meaningful; if not, Silver will probably laugh at the result.

No apology here (0.00 / 0)
I hate crowds so I wasn't going to join the dog pile but you did invite so here goes.

Following your logic I decided to check Schedule F in 'Paterson for Governor's July 15th filing and found nothing for Senate Democrats. Only found some $120k for the Governor's own polling and consulting - probably helped him decide to come out for a property tax cap and other right leaning programs that he can join with Skelos on.  But only Shell's bad, right?

So then I decided to check and see if Andrew wants the Senate to turn Democrat because we're so close to the turn over and surely there must be something in his July 15th.  Nope, nothing spent on Senate Democrats in AndrewCuomo 2010 Schedule F. Just a ton spent on his own fundraising.  But only that guy from Lower Manhattan is to blame, right? One measuring stick for Shell and no stick to beat anyone else.

Difference= (0.00 / 0)
10 years of neglect from Shelly.  The others are newcomers.  That said, they still should be ponying up- expect a diary on that this weekend.

Stay tuned (4.00 / 1)
Stay tuned for an epic power struggle.

Silver needs to go (4.00 / 2)
I hope the folks in his district will agree with this sentiment! They will be the ultimate decision makers.

I agree they are the ultimate (0.00 / 0)
decision makers. And on that note I do not know of any other district in the state where the local representative is referred to as 'Seel-wa' the 'Glorious One' (that's according to NYMag) in Chinatown. Just say'n.

Great post Roatti - did you see Luke's statement? (4.00 / 2)
Great post, Roatti.  I've always felt the Speaker's grand pronouncements of being good on progressive issues were rather empty since it seemed he never did anything to help take back the State Senate, and you looked at the filing and gave us the facts.

Did you see Azi's post at the Observer, with video of Luke Henry talking about this very problem with Silver? Luke pointed out that Shelly can't really claim to be in favor of marriage equality just because he let it go to a vote in the Assembly, because first, it took too long, and second, Shelly's never done anythign to remove the last hurdle to LGBT equality in NY - the State Senate. Here's the link:

Great stuff, thanks (4.00 / 1)
I completely agree- I don't want him to take any credit for his one-house bills anfter this.

[ Parent ]
And to sort of answer your question . . . (4.00 / 3)
about what the Silver supporters will say, I can share my experiences from the evening at Stonewall.  I asked this question of Silver supporters and was basically told that it's not the Assembly's job to take back the State Senate.

I find this both disappointing and hilarious.  It's not my job either. My day job is to be a securities lawyer. But somehow, I find the time to try to take back the State Senate.

I suppose it's not the Assembly's job to (4.00 / 1)
help mayors, borough presidents, or candidates for Governor, Attorney General, or Comptroller get elected either-- oh wait, Shelly has given to all those offices.  Oh well.  And I feel you on that lawyer day-job thing also.

[ Parent ]
that is an outrage! (4.00 / 2)
Silver has sooo many unchallenged incumbents and almost no need to spend anything to maintain this huge majority.  They shouls all be kicking in their warchest surpluses to help the Democrats take over the State Senate!

[ Parent ]
No spending needs at all? (0.00 / 0)
Nothing needed to maintain a huge majority? Ok, but I decided to see if that's so -- so I looked up the filing of the DACC. Last fall 2006. You are right, they spent only 3.5 million on races. Nut'n at all.

[ Parent ]
who's job? (4.00 / 4)
Well, who's job is it?  As an active TAPer, I guess I could call it one of my jobs (I'm an independent contractor and have several at any one time).  It is the worst-paid job I can remember-- zero remuneration and limited respect-- and there are no stand-up lobbyist buffets, either!

[ Parent ]
lol (4.00 / 3)
I feel your pain

[ Parent ]
Our "job" (4.00 / 4)
Such is the "job" of grassroots activists and bloggers.  We do not get paid, we try hard and give our time and money anyway.  We have a joke that we say to new people who volunteer with DFNYC: "Great job! I'm doubling your salary!"

[ Parent ]
testify! (4.00 / 3)
go tell it on a mountain, sister!

TODAY is day one. It always is.

[ Parent ]
Looks like (0.00 / 1)
Looks like the specter of one party rule is already improving the legislature's health.

Newell can win (0.00 / 0)
Henry worked for Skadden Arps and Wilson Elser, and has ties to Ferraro-  anyone who knows NYC knows this is not the CV of a progressive.  At the Newell campaign, we always knew this would be a three way race-  Luke entering after Paul saved Silver the trouble of finding a ringer, that's all.  Paul has made repeated overtures to discuss the situation with Luke, only to be rebuffed or ignored.  The field is fixed, its up to the progressive community to take a deep look at both candidates and see that Paul Newell has dedicated his career to public service, has a far deeper understanding of the issues facing lower Manhattan (especially as a lifelong resident-  unlike Luke) and has garnered far more press as well as dedicated volunteers and a broad base of smaller, online donors.

This is a golden opportunity to defeat Silver and Paul Newell is the candidate who can do it.  This is an incredibly difficult fight, rather than fretting over the presence of two challengers, the progressive community needs to throw everything we have into winning this on the ground.

Agree generally (4.00 / 1)
But working for a large law firm doesn't mean you're not a good progressive.

[ Parent ]
Oh, please! (4.00 / 1)
Seriously, look at my post above, about how your guy and Henry should be working together, not pummeling each other.

Luke Henry (and I know this for a fact) is in this race for one reason -- to help unseat Sheldon Silver.  Every time you attack him, you are hurting that cause.  I have met Paul Newell, I have talked with him -- heck, I even moderated a forum in which he participated.  I'm quite certain that Newell wants most to unseat Silver as well.

I therefore call on Paul Newell (and have e-mailed him directly about this) to disavow your remarks about Luke Henry.  Your conclusions, and your insinuations, are factually inaccurate, and bad for the cause.

[ Parent ]
How do you propose we work together? (0.00 / 0)
One of the insurgent candidates jumps on the grenade right before Primary Day?  Both of these candidates are making big sacrifices because they each believe they are the best option for Lower Manhattan.  Would you put as much work into this as Paul and  Luke have and then throw it at the last minute when you have no guarantee of how it will effect the outcome?

Now that we are all on the ballot, this is a fixed 3 way race. The Newell campaign has 2 opponents-  Silver and Henry.  This is an election, not a negotiation.  Silver and his buddies work out electoral fates in closed door meetings, we prefer to leave it to the voters in the upcoming primary now that the threshold has been crossed.

Luke is a strong progressive candidate to take on Silver (0.00 / 0)
Luke is a strong progressive candidate with more grassroots support.  He got the endorsement of Democracy for NYC with 67% of the vote, though both candidates worked for it. (It's worth noting that DFNYC is the only organization that has made an endorsement resulting from an actual vote of members, other than the Democratic Clubs that went for Silver)  Also, as blogged here at TAP, Luke's campaign got over 3000 signatures:
http://www.thealbanyproject.co...

But perhaps most importantly, Luke is an ethical politician.  His message for Albany reform is focused on Silver, not on the other primary challenger.  Luke is a solidly progressive candidate who has a strong field campaign focused on talking to the voters, reaching out to progressive activists, and keeping the focus where it should be - on Silver.

a little disclosure seems appropriate here... (0.00 / 0)
is this Tracey Denton, ED of DFNYC?  You write a post like that without disclosure and you want to talk ethics?

I agree..... (0.00 / 0)
I wonder why some of these "attack-dog" types always hide their names.....

[ Parent ]
Huh? (0.00 / 0)
I always blog under the name Tracey in Hells Kitchen and I think most people on the NY blogs know who I am, I've never pretended to be secretive about it.  If I've blogged somewhere that people wouldn't know, I've identified my DFNYC connection.  I started Hells Kitchen for Dean during the NYC4Dean days and kept the blog name for the past 5 years.

I'm not on staff with Luke Henry's campaign, I'm not being paid in any way by Luke Henry's campaign. I'm a supporter who also happens to be with DFNYC.  I've wanted a good progressive Democrat to challenge Sheldon Silver in a primary ever since I read the Brennan Center report in 2004 and I think Luke's the guy to do it.

On every blog that asks for a url I put DFNYC.org. But now that I think about it, TAP doesn't ask for that.

Sincerely,
Tracey Denton

My apologies then (0.00 / 0)
It does irritate me however when people cowardly attack a candidate but don't want their name to be revealed in the process, however, it appears that I am mistaken about you and I do apologize.
