Klavino Becomes Indy Dems: Risk and Reward Scenarios for New Democratic Caucus

I've been thinking a lot about the announcement today of the new Independent Democratic caucus made up of Jeff Klein, Diane Savino, David Valesky, and David Carlucci.  There are a lot of good pieces on the scenario but if you want to get the best perspective, you have to watch this video with the four "anti-amigos" and Liz Benjamin.  It's a great viewing that explains what's going on here.  

In brief:
1) This is about policy, not politics
2) They're still Democrats and they believe in Democrats, they just don't believe in the way the Senate Democrats were doing business
3) They strongly support the Cuomo agenda
4) They want the Democrats to take back the caucus but they want to earn that by supporting the right policies instead of winning the political battle.

A Senate caucus I can cheer for?

I'd pretty much planned to spend the next two years as I had the last two, cursing both caucuses of the New York State Senate for their general worthlessness, obsessive self-interest, and pretty complete failure to accomplish much. The only substantial improvement the Democrats made was in adding more transparency through a vastly improved web presence - but while that's important, hiring an IT staff isn't the central task of legislatures.

Today, I have a third caucus to contemplate, one I can at least start with a little more hope for. It's led by Jeff Klein, and includes (so far) Diane Savino, David Valesky, and David Carlucci.

After the utter catastrophe of the last two years, I'm happy to hear Dems say that they've had enough. I'm aware that none of our State Senators are perfect people, and doubtless we'll start hearing gripes about the circular firing squad from party regulars who can't imagine open disagreement.

Will it make a difference? A lot of that depends on Republican party discipline, which seems to hold tight. I don't think it's likely to make things much worse, though I suppose there's still some room for a worse Albany.

We'll see where this goes, but for the moment it gives me a tiny fragment of hope. Now if only something similar would happen in the Assembly... not likely.

I need to take a (political) bath

Watching the Senate Democrats' press conference has been a painful experience. Welcoming back Espada was never going to be pleasant, but watching the smoothing over and repeating previously unfulfilled promises is excruciating.

It's still possible that something good will come out of this - maybe the Democrats will actually pass genuine reform instead of just talking about it, or maybe voters will finally have had enough and take it out on their legislators and party structures instead of thinking it's everyone else who's corrupt.

Is there anyone here who's actually happy about the state of our reconciled Senate? (I'm sure it's possible.)

There's still time for the Senate to redeem itself, but this chaos and even its resolution gives them quite a mountain to climb.

Update: The Brennan Center has a piece on what might happen for rules reform.

And update: I hope Amherst Guy will still visit New York for our sakes if this story about Steve Pigeon becoming a Senate staffer ("the majority leader's general counsel") is true.

New boss looks a lot like the old boss(es)

I have no idea if CapCon is right, but they report agreement on a new leadership:

President pro tempore: Democratic Sen. Malcolm Smith

Senate majority leader: Republican Sen. Dean Skelos

Vice-president pro tempore: Democratic Sen. Pedro Espada

Democratic conference leader: Democratic Sen. John Sampson

CapCon says that the "the challenge now is convincing the fractured Democratic conference to go along with this agreement". I think the bigger challenge is going to be convincing New Yorkers that this merry band is a better option than leaving the Senate shut down. It looks like a great recipe for encouraging an anti-incumbent wave in 2010, though I doubt that's how they're looking at it.

Hopefully there's more substantive change in the rest of the conversation.

Sampson Dubbed "Conference Leader"

What better way to solve a leadership dilemma than to make up new titles?  Nobody is quite sure what it means, but Senator John Sampson is now filling the newly-created position of "Conference Leader," and has appeared for a Q&A session flanked by Deputy Senate Democratic Leader Jeff Klein and #%$^&/ Hiram Monserrate.

Despite claims that there will be divided duties (Sampson is in charge of "internal" issues such as legislation and Smith is in charge of "external," "bigger picture" issues that haven't been outlined), it appears that Sampson is effectively in charge.

Does that mean that Smith is still in charge of strategy, or PR?
